Missing 45 gigs of HDD

I have a problem,
In windows it says I have 596 GB of HDD but on HDD label it says Capacity: 640 GB..
Anybody knows why this happens?

My config:
AMD Athlon 2 X2 x64
2,00 GB RAM
Windows 7 Home Premium (32 bit)
Western Digital WD6400AAKS

There are probably hidden partitions to restore your OS... Ive got these too

when selling any form of storage device the size is rounded down to make the math easier such as 1GB = 1000MB when in relality 1GB = 1024MB so when they say 640GB the is 640000MB insteed of 655360MB wich is what a true 640GB drive would be. Add on top of that that every manufacture is alowed a certain amount of bad sectors on storage that takes away from the size. If you run a dick check and repair you may be able to recove some of the bad sectors ghiveing you more space but you will never get a true 640GB drive cause it is not truely 640GB it is 640 1000MB parts.
I hope i made this clear enough for people to understand being an IT Teacher i hvae had to exsplain this many times just not in wrighting.

I have the same problem. The laptop contains a hard disk with 640 GB RAM. I have 2 partitions C and D, each having 297 capaacity. I understand that the 40GB is used for system recovery but on the D partition, there is a folder named HDD Recovery. So what the hell is going on? If there is a 40GB system recovery hidden partition, then why is the HDD Recovery folder in D Partition?

Filesystems by themselves will also require space on the disk, i.e. NTFS will reserve space for file attributes, security access, directory listings etc.
