Hello,
Today I have for you a program named Wallpaper Manager. You can browse your PC for images, and set your background with the selected images.

You can download the source code below for 2 credits. You can also the executable for free at my website (check my signature).

This file is hosted off-site.
The download is password-protected so that random people cannot view it. PM me for the password and I will get back to you as soon as possible. I recommend NOT DOWNLOADING until the password is given to you! YOU HAVE BEEN WARNED!

Oh yes, I forgot to mention that. I'll edit the post.
Also, if anyone knows how to set the wallpaper to a plain color (without using an image for it), please let me know how... I couldn't figure it out.

Just create a small 1x1 image and set it to tile the wallpaper..:P
