To make a gradient make sure you have the gradient tab somewhere seen in gimp, if not hit you can.
1) Press CTRL+G
2) Navigate to Windows/Dockable Dialogs/Gradients
3) Click the "Configure This Tab" button on your toolbox, hover over "Add Tab", and then "Gradients".

You can now Edit/Add/Duplicate/Delete and/or Refresh your gradients.

Well I decided I'd make a new gradient, and then the gradient editor popped up.

Now you can click and drag the arrows and they'll adjust the gradient that way. You can then right click any of the arrows and the options menu should come up.

That menu can help you change the arrows colors, can add additional gradients in your gradient, flip it, and much more.

Once you've finished your gradient save it, and you're done.

NOTE: Don't forget to give your gradient a name.
