what version of Flash are you using?
I use Flash 8 Pro, if you are using the Latest Flash ( CS4) then i dont know where create outlines is as i dont have CS4, but that's what you do in Flash 8 Pro too flatten the text over buttons, as they dont work unless you flatten the text.
