I have been using Xamarin.iOS for quite a lot of time (back when it was called MonoTouch). I am pretty satisfied.
Back to the topic of Android, I just love the interface designer and how powerful it is.
As pointed by #dualz , B4A is also good (I had a license, but it went in vain).
(Offtopic: If you want to create apps for Mac with XCode's UI designer and C#, use Xamarin.Mac, it's awesome)
