In Windows you can already run programs in compatibility mode, so this is just a graphic overview for that feature to make it more comfortable i think.

I never used Blender, mostly Milkshape 3D and a little bit 3DS Max 5.

Okay. With Animations you mean like MotionCapture ? For some Time ago i managed to convert MotionCapture Animations to MaxPayne2, but it was hard to fit them in game. Maybe i could help with creating 3D Models for your Game, for some Years i made modifications for the Game MaxPayne 2 and there i also created Models but mostly some little things.But i was good in Rigging a Model to a Skeleton if you know what it is ;) If u want i can show you something of my work....
